Engineering Safety and Effectiveness for Regulatory Excellence in Drug-Device Combination Products

Regulatory frameworks such as Quality by Design (QbD), design controls, and risk management were developed separately before the emergence of drug-device combinations, which may limit their ability to fully address the unique challenges posed by integrating pharmaceutical and medical device components.
Safety engineering, grounded in scientific engineering principles, is laser-focused on proactively ensuring safety and effectiveness throughout the product lifecycle—from design through post-market surveillance. It bridges gaps or misalignments in existing regulatory frameworks by integrating design controls, QbD, and risk management, enhancing these processes with a systematic framework to ensure that safety and effectiveness are defined, implemented, verified, validated, and maintained throughout the entire product lifecycle.
This presentation will introduce the principles of safety engineering as applied to drug-device combinations, focusing on what safety and effectiveness mean and how they are embedded into combination product development and lifecycle management.
